The Texas English Language Proficiency Assessment System (TELPAS) measures the progress Emergent Bilingual (EB) students make in developing English language proficiency. Each year, Texas assesses EB students in kindergarten through grade 12 across four language domains: listening, speaking, reading, and writing.
